Designates a portion of the state highway system as the "NYPD Detective Brian P. Simonsen Memorial Bridge" located in the town of Brookhaven, Suffolk County.
Authorizes and directs the commissioner of transportation to conduct a study on the feasibility of removing all existing 3-cable guide rails on New York roadways and replacing such guide rails with safer alternatives; requires a report to be submitted to the governor, the temporary president of the senate, the speaker of the assembly, the minority leader of the senate, and the minority leader of the assembly containing the findings and recommendations for legislative or other actions.
Requires the reporting of certain accidents involving vehicles, including electric scooters and bicycles with electric assist; requires reports to include information indicating whether certain accidents involved electric scooters and bicycles with electric assist.
Requires the installation of intelligent speed assistance devices if a driver accumulates eleven or more points on their driving record during an eighteen month period, or receives 6 speed camera or red light camera tickets during a twelve month period.
Exempts vehicles owned by civil service employees, college students and commercial and residential repair businesses from tolls charged under the central business district tolling program.
Requires milled roads within a city having a population of one million or more be paved over or resurfaced within seventy-two hours of such road being milled.
Directs the metropolitan transportation authority and the New York city transit authority to rename the 23rd Street subway station to the 23 St-Baruch College station.
