Authorizes the city of Mt. Vernon to establish a school speed zone demonstration program; authorizes installation in no more than twenty school speed zones in such city.
Requires the commissioner of motor vehicles to create a bicycle with electric assist battery swapping pilot program in a city with a population of one million or more.
Provides for toll reimbursement for port authority of New York and New Jersey employees for entering or exiting the port authority port district, the twenty-five mile radius of the Statue of Liberty National Monument.

Lowers the required service life threshold for consolidated local street and highway improvement program capital projects from ten years to five years.
Provides for the sale of salvaged airbags; allows for the sale of non-deployed recycled airbags in New York, provided that such airbags meet required safety standards.
Requires the deactivation of transportation network company drivers upon a substantiated report of a covered incident; relates to additional safety requirements for vehicles engaged in the transportation of passengers; requires companies that provide digital networks for prearranged transportation services to provide a system of interactive electronic match verification for passengers; establishes the crimes of impersonation of a transportation network company driver in the first and second degrees.
Provides for indexing of certain appropriations; provides that on and after January first, two thousand twenty-five and on each following January first, the commissioner shall index the level of such appropriations for subsequent state fiscal years based on the national highway construction cost index for the most recent twelve month period; provides that the commissioner shall increase appropriations by the rate of inflation for the most recent twelve month period that is available at the time the adjusted rate is calculated and announced using the national highway construction cost index, or a successor index as calculated by the United States federal highway administration, if such rate of inflation is greater than zero percent.
Increases penalties for endangerment of a highway worker; promotes work zone safety awareness; establishes a fund for additional work zone safety enforcement.
