Creates a natural fiber textile development workgroup to study and identify methods of advancing the animal and plant based textile industry in this state.

Establishes an agrivoltaics research program to develop innovative science-based solutions to facilitate the co-location of crops and photovoltaics while promoting the biodiversity of endemic flora and fauna.

Relates to the confinement of companion animals in vehicles in extreme temperatures; provides such animals may be rescued if certain conditions are met.

Requires residential property owners to register backyard chicken coops for the purposes of containing disease outbreaks affecting such chicken coops.

Establishes a farmers' bill of rights; specifies prohibited unfair trade practices which have the purpose of intentionally impairing a producer's freedom to bargain collectively with other producers in the marketing of the producer's product; provides that the commissioner of the department of agriculture and markets shall take action to restrain such violations upon the application of an association of producers; increases the limit on damages for encouraging or permitting delivery of products in violation of marketing agreements.

Requires state or municipal officials to attempt to identify and notify the owners of a deceased dog or cat recovered on public roads.
