Requires that at least one employee at each family day care center, group family day care center, school-aged child care program, and child day care center be trained in administering an opioid antagonist.
Relates to minimum standards for first aid and enrollment in child day care centers; requires a child day care center's first aid kit include antiseptic or antibacterial ointment; requires a day care center to provide medication consent forms and a copy of its health care plan upon a child's enrollment.
Establishes a division of early childhood within the office of children and family services to coordinate, consolidate and integrate early childhood programs.
Relates to defining "critical violations" of applicable statutes and regulations by child care providers licensed or registered by the office of children and family services; the imposition of sanctions and penalties for such violations by the office of children and family services; and processes for administrative appeal of such sanctions and penalties.
Provides that in the event child protective services receives a duplicate report on an open case that has not been founded, indicated or referred to services, such duplicate report shall merge with the open case and remain open an additional thirty days for further investigation.
Establishes a council on children and families within the executive department; moves such council from the office of children and family services; defines terms; authorizes the governor to designate the executive director of such council; makes related provisions.
Allows the court to enter an order regarding a destitute minor freeing the child for adoption and granting guardianship and custody to the commissioner of social services for the purposes of consenting to an adoption; authorizes certain commissioners of public welfare and city public welfare officers to consent to such adoptions.
Establishes the Early Learning Child Care Act to impose a payroll tax on certain employers for the purposes of addressing child care affordability, accessibility, and quality for families with children under five years of age; establishes the early learning child care fund; establishes the early learning child care program to provide subsidies to covered children to attend early learning child care programs; establishes the New York state child care board.
Requires that every court, and every public board, commission, institution, or officer having powers or charged with duties in relation to abandoned, delinquent, destitute, neglected or dependent children who shall receive, accept or commit any child shall provide and keep a record showing if such child has a developmental disability; requires a study of the number of children in foster care who have a developmental disability.
Provides that a caregiver shall be eligible for assistance for child care under the child care block grant regardless of the hours the parent actually works.
