Expands unlawful surveillance in the first degree to include instances where the surveillance is of a person who has an active order of protection against them.
Defines the term "mass shooting" for purposes of emergency response measures and access to emergency funding as a shooting incident in which at least four people are murdered or injured with a firearm, rifle, or shotgun.
Requires the court to advise a defendant that if he or she is a noncitizen resident and he or she is convicted of a crime, whether by plea or trial, such conviction may result in his or her deportation; allows a withdrawal of a plea of guilty by a noncitizen resident if such noncitizen resident is threatened with deportation and such noncitizen resident is not so advised of such threat of deportation.
Creates the New York electronic communications privacy act; requires government agents and agencies to obtain a search warrant for physical or electronic access to electronic device information.
Requires retailers of micromobility devices, bicycles with electric assist and limited use motorcycles powered by lithium-ion batteries, and lithium-ion batteries intended for use in such devices or bicycles to provide customers with an operating manual.
Authorizes the possession and use of a single shot .22 caliber rifle by a person eleven years of age while supervised at an indoor or outdoor shooting range.
