Enacts the "voting integrity and verification act of New York (VIVA NY)"; provides that each voter is entitled to the use of an individual, voter verifiable paper ballot of the voter's vote and the opportunity to mark it.
Enacts the voter registration integrity act; requires a birth certificate, passport, certificate of naturalization or citizenship, evidence of New York state residency, or any other documentation that the board of elections determines establishes United States citizenship.
Permits the state board of elections to join certain multistate voter list maintenance organizations and provide such organizations with certain voter information; requires the state to join a multistate voter list maintenance organization on or before July 31, 2025.
Relates to absentee voting in nursing homes and senior citizen residences; requires board of inspectors to deliver and help complete applications for absentee ballots to residents of such facilities.
Requires bi-monthly reporting on deceased voters and certain persons subject to forfeiture of the right to vote in order to accurately maintain the statewide voter registration list.
Relates to notifying candidates of designation for certain county committees; requires the board of elections of the city of New York to provide notice to each candidate designated in a petition for election to a party position of a county committee located within the city of New York.
Requires a current and valid government issued identification card to vote; establishes voter identification cards which shall contain, and prominently display, a registered voters name, address, political party affiliation, voter status, and voter signature which has been filed with the state board of elections; makes related provisions.
Requires a New York state driver's license or non-driver ID, a United States passport, an identification card issued by a United States educational institution, a United States military identification card, a government issued medical card, or any identification card issued by the United States or the state of New York to be presented when casting a ballot.
Restructures the form of ballot proposals on election ballots; requires the creation and distribution of ballot publicity pamphlets; creates ballot proposal hearings.
