Provides that a voter may register to vote at any residence to which the voter maintains a continuous connection with an intent to return, including a second home or a vacation home or a home where a student lives while attending a college or university.
Requires every board of elections to employ a minimum of four full time employees in addition to the appointed commissioners within four years and shall employ two of those full time employees within two years; and two additional employees for every twenty thousand active registered voters beyond forty thousand active registered voters.
Requires that candidates for certain offices be residents and registered voters in the district containing the public office or party position sought at certain times during the electoral process.
Relates to the procedure for filling a vacancy in the office of state senator or in the office of member of assembly occurring in a district consisting of parts of more than one county in a city with a population of one million or more; allows for independent nominating petitions to be presented and provides for a special election to be held forty-five days from the date of the governor making a proclamation for a special election.
Enacts the "corporate political activity accountability to shareholders act"; requires that corporate contributions to a political candidate or party committee or in support or opposition to a candidate or ballot referendum be approved by a majority of shareholders; applies to cooperative corporations, not-for-profit corporations, railroad and transportation corporations.
Directs the commissioner of motor vehicles, in cooperation with the New York state board of elections, to ensure that no persons who are not eligible to register to vote within the state are registered to vote by the actions of the department.
Establishes a deadline for changing the location of a polling place for early voting by requiring that no location change may occur within forty-eight hours of the commencement of an early voting period unless there is a disaster or a declared state of emergency.
