Enacts the "Count Every Vote Act of New York" which amends the procedure for the recanvass of votes in election districts; defines margin of victory for the purpose of triggering a hand recount of ballots.
Establishes early mail voting; authorizes registered voters to obtain early mail voting ballots through application to the board of elections; requires the state board of elections to establish and maintain an electronic early mail ballot application transmittal system through which voters may apply for an early mail ballot online.
Requires choices of a question or proposal printed on a ballot include a brief phrase stating the effect of such choice should such choice win such question or proposal.
Allows individuals registered with a non-major political party or registered as independent to serve as election inspectors and poll clerks, so long as such individual makes a declaration of which particular party they intend to work on behalf of.
Removes party lines from ballots and has candidates' names appearing only once on a ballot for an office for all elections that are not presidential or gubernatorial.
Provides that qualified persons who have never previously registered to vote in this state may apply personally for registration by appearing at the appropriate polling place for the election district in which such person resides on the day such polling place is open for voting; requires establishment of a procedure to enable such registrants to cast their votes at the appropriate polling places.
Requires disclosure of the use of artificial intelligence in political communications; directs the state board of elections to create criteria for determining whether a political communication contains an image or video footage created through generative artificial intelligence and to create a definition of content generated by artificial intelligence.
