Establishes provisions requiring absentee ballots that do not have postmarked dates that are received in the mail by the board of elections within three days following the day of election to be cast and counted.
Prohibits recurring campaign donations without affirmative consent; provides that a candidate accepting a recurring contribution shall provide a receipt to the contributor disclosing the terms of the recurring contribution, provide all necessary information to cancel the recurring donation, and immediately cancel the recurring donation upon request.
Relates to designating every government entity which issues licenses to carry, possess, repair and dispose of firearms as participating agencies for voter registration form distribution and assistance.
Enacts the voter registration integrity act; requires a birth certificate, passport, certificate of naturalization or citizenship, evidence of New York state residency, or any other documentation that the board of elections determines establishes United States citizenship.
Requires the board of elections or a bipartisan committee appointed by such board to conduct a risk-limiting audit of voter verifiable audit records from voting machines or systems within the jurisdiction of such board.
Relates to voting rights expansion, voter registration on election day, expansion of the use of and requirements for absentee voting, creation of a real-time statewide voter registration database, special ballots for election employees, and voter affidavits.
Provides for mandatory training for treasurers of political committees once every three years; requires treasurers to complete such training within forty-five days after first being appointed; requires the state board of elections to provide such training in any method it determines, as well as a web-based format; makes related provisions.
Allows voters to take photographs of themselves and their ballot, or absentee ballot, while in a privacy booth, and to share and disseminate such photographs on social media.
