Establishes the safe water and infrastructure action program for the purpose of making payments toward the replacement and rehabilitation of certain existing local drinking water, storm water and sanitary sewer systems; applies to any county, city, town, village or public authority drinking water system, storm water system or sanitary sewer system within the state that is not under the maintenance and/or operational jurisdiction of a private entity; does not apply to NYC.
Directs the commissioner to publicly publish an annual report on the environmental radiation surveillance program and analyze such report showing trends and cumulative impact, as well as notify other relevant agencies if contamination has exceeded EPA standards for maximum amounts of contamination allowed in drinking water or food.
Establishes the Flax Pond tidal wetlands sanctuary; establishes uses for the sanctuary, including the limited use of certain boats; repeals provisions prohibiting boating in the Flax Pond tidal wetlands sanctuary.
Prohibits publicly owned treatment works from accepting wastewater associated with the exploration, delineation, development, or production of natural gas from high-volume hydraulic fracturing; provides exceptions.
Declares a climate emergency and places a ban on fossil fuel infrastructure projects but shall not apply to repair or maintenance of existing infrastructure.
Relates to the taking of wildlife without a permit; takings may only be done subject to regulations promulgated by the department; regulations shall incorporate the recommendations of the most recent guidelines on euthanasia of the American Veterinary Medical Association; provides that the taking method selected shall be the least stressful, quickest and most painless to the animal available while protecting human health and safety.
Restricts operation of diesel powered electrical generation systems in areas identified as not meeting certain federal air quality standards for ozone; provides limited exceptions for use.
Enacts the healthy, safe and energy efficient outdoor lighting act to reduce harmful outdoor lighting; sets standards for outdoor lighting; provides for the designation of dark-sky preserves; provides for distribution to customers by electric corporations or municipalities providing electric service of an informational pamphlet relating to outdoor lighting.
Prohibits the sale and distribution of anti-fogging sprays and wipes containing perfluoroalkyl and polyfluoroalkyl substances; provides penalties for violations.
