Directs the department of state, in cooperation with other departments, to provide technical assistance to any municipality, upon request, that has had a college or university close within such municipality.

Requires detailed fiscal impact notes on certain legislation stating the estimated annual cost to the political subdivision affected and the source of such estimate; provides that bills will be invalidated if the funding source is not provided or the fiscal impact results in an annual net additional cost in excess of $10,000.
Requires state units to purchase a product or service that is or contains an algorithmic decision system that adheres to responsible artificial intelligence standards; specifies content included in responsible artificial intelligence standards; requires the commissioner of taxation and finance to adopt certain regulations; alters the definition of unlawful discriminatory practice to include acts performed through algorithmic decision systems.
Provides for the award of reasonable attorneys' fees in FOIL proceedings if the person is successful and in open meeting proceedings to the successful petitioner and against the public body.
