Relates to electronic financial disclosures of members and candidates of the legislature; requires creation of electronic version of disclosure statement; directs the commission on ethics and lobbying in government shall make available an editable, electronic, readable and searchable version of the annual statement of financial disclosure by January 1, 2024.
Directs the office of fire prevention and control to conduct a study, which evaluates the minimum recommended qualifications to becoming a volunteer firefighter; requires such office to provide a report to the governor, temporary president of the senate and the speaker of the assembly within twelve months of the effective date of this act.
Establishes a joint commission on public transparency and sexual harassment to adopt, amend and rescind rules and regulations defining sexual harassment for state agencies, offices, and branches of government and develop recommendations for the uniform distribution of such definitions and policies, and to receive complaints and referrals alleging violations by certain state officials.
Directs the office of information technology services to contract with a private entity to conduct an examination and evaluation of New York state's information technology infrastructure, data use and management, policies, procedures and operational processes.
Increases the length of the term of office for members of the legislature from two to four years with no member serving more than sixteen years; imposes term limits on the governor, lieutenant-governor, comptroller, and attorney-general.
Provides for the filling of vacancies in the office of lieutenant-governor by appointment of the governor subject to confirmation by majority vote in the senate and majority vote in the assembly.
Authorizes and directs the committee on open government to study proactive disclosure as a means of increasing transparency and access to government information.
Authorizes the city of Rochester to adopt a local law requiring a member of the police force in such city to be a resident of Rochester subsequent to the effective date of such local law.
Requires additional disclosures from lobbyists including: campaign contributions to elected officials; existing business relationships or associations with public officials; and the names of family members of a public official to whom the lobbyist, or his or her employer, paid compensation of over $500 in the preceding calendar year and the amount of compensation paid; provides for the disposition of campaign funds.
Establishes the sexual assault forensic examiner grant program to award grants to provide statewide access to services provided by sexual assault forensic examiners to victims of sexual assault.
Provides a rebuttable presumption relating to recertification as a minority and women-owned business enterprise if there is no change in the ownership of the enterprise and no material change in the nature or management of the enterprise from the time of approval of the previous minority and women-owned business enterprise certification.
Provides for priority for applications and expedited determination of claims for a human trafficking victim who wishes to remove permanent marks that were part of the trafficking of such victim, including but not limited to, tattoos, markings, brandings, or other symbols or insignia.
Requires disclosure in human rights claims of government funding by the respondent; requires disclosure to government agencies of settlements notwithstanding nondisclosure agreements.
