Authorizes the establishment of a public library revolving loan fund to provide loans to municipalities for local public library projects at an interest rate two points below the prime rate.
Creates additional state aid for public library systems which merge after January 1, 2024; provides formulas for increased aid based upon the number of library systems which result from mergers and the expanded geographic areas to be served by merged systems; requires a report on the impact of the merger.
Relates to changing the time for calculating amounts for awards of grants to support preservation and/or conservation of library research materials from being calculated for each state fiscal year, to each academic year.
Sets the number of petitioners necessary to call for a vote on increasing the amount of funding of the annual contribution for the operating budget of a registered public or free association library at twenty-five qualified voters of a municipality.
Removes library taxes of the Shelter Rock library district from real property located in that portion of such library district that is located within the Bryant library district.
Relates to the administration and funding of the town of Ballston Community Public Library; provides for the election of trustees and the approval of a budget; authorizes the Ballston Community Public Library to impose certain taxes; allows the Ballston Community Public Library to be eligible for certain financing of facilities for public libraries.
Directs the commissioner of taxation and finance to study the frequency of residents who are being assessed library taxes for more than one library and to make recommendations to address the double taxation of residents.
Relates to the Mount Vernon public library by deeming such library authorized by the city of Mount Vernon, allowing for trustees to be appointed by the mayor of the city of Mount Vernon, and requiring such trustees to report to the city council annually.
Directs the state librarian to establish statewide imagination library program for encouraging children from birth to five years of age to develop a love of reading and learning; directs the state librarian to promote the statewide development of local Dolly Parton's Imagination Library programs; advance and strengthen local Dolly Parton's Imagination Library programs with the goal of increasing enrollment; recruit volunteers to assist in the development, promotion, and coordination of local Dolly Parton's Imagination Library programs; solicit donations, gifts, and other funding to financially support local Dolly Parton's Imagination Library programs; develop community engagement; develop, promote, and coordinate a public awareness campaign to make donors aware of the opportunity to donate to the affiliate programs and make the public aware of the opportunity to register eligible children to receive books through the program; administer the local match requirement and coordinate the collection and remittance of local program costs for books and mailing; and develop statewide marketing and communication plans; establishes the imagination library of New York fund.
