Requires the New York State Office of Mental Health to study the effects that awareness of or exposure to police shootings or killings of unarmed African Americans has on the mental health of African Americans in New York state and to deliver a finding of the results of such study to the governor and the legislative leaders.
Relates to establishing residential treatment facilities as an alternative to incarceration designated by the commissioner for the care and treatment of persons with serious mental illness who are accused of at least one felony level crime.
Requires the office of mental health to conduct a study on utilizing the therapeutic techniques studied by the research and recognition project for the treatment of post-traumatic stress disorder.
Requires the office for people with developmental disabilities, department of health and division of the budget to authorize voluntary providers of supports and services to individuals with intellectual and developmental disabilities to bill and be reimbursed within thirty days of billing for novel coronavirus, COVID-19 related costs and expenses, including, but not limited to, increased staffing and personal costs, personal protective equipment expenses, and increased residential cost.
Requires the state to reimburse municipalities for loss of real property tax revenue resulting from the establishment of community residential facilities for the disabled.
Establishes a Black youth suicide prevention task force to study the current mental health practices and suicide prevention of Black youth age 5 through 18 years and make recommendations therefor; provides for the number of members, manner of appointment and the topics to be reviewed.
Develops protocols that designated hotline centers play calming music while callers are on hold, regular "comfort" messages, and if necessary, the hotline center shall provide additional messaging to encourage the caller to stay on the line.
Requires the office of mental health to create a mental health evaluation form to determine whether arrested individuals have the proper mental capacity to make decisions regarding their arrest; requires arrested individuals to be given such mental health evaluation form; directs that if an individual fails such mental health evaluation, a representative will be appointed for such individual regarding arrest proceedings.
Relates to involuntary in-patient mental health treatment where care and treatment in a hospital is essential to a person's welfare if, in the absence of such care and treatment, the person's mental illness is likely to result in serious harm.
Establishes an LGBTQ+ youth and young adult suicide prevention task force; provides for the number of members, manner of appointment and the topics to be reviewed.
