Relates to the administration and funding of the town of Ballston Community Public Library; provides for the election of trustees and the approval of a budget; authorizes the Ballston Community Public Library to impose certain taxes; allows the Ballston Community Public Library to be eligible for certain financing of facilities for public libraries.
Relates to the Volunteer and Exempt Firemen's Benevolent Association of Williston Park; makes changes to membership; directs where tax revenues may be used.
Requires nursing homes to designate dedicated storage spaces for the storage of the bodies of deceased persons; requires nursing homes to develop and submit plans to the department of health for the designation of such dedicated storage spaces; establishes requirements for such storage spaces.

Authorizes the state cemetery board to accept from the town of Clarkstown an application for funding from the state cemetery vandalism restoration, monument repair or removal and administration fund for three abandoned cemeteries.
Designates a portion of the state highway system as the "NYPD Detective Brian P. Simonsen Memorial Bridge" located in the town of Brookhaven, Suffolk County.
Requires towers to clean up any debris in the surrounding area resulting from the vehicles they are towing and tow trucks to be equipped with the appropriate equipment for such clean up efforts.
Relates to claim settlement practices when an insurer refuses to pay or is delaying payment of a settlement; provides a policyholder a private right of action against such insurer doing business in the state who has refused or delayed payment of an insurance claim.
