Directs the commissioner of motor vehicles to establish a mandatory bicycle with electric assist and electric scooter training course; directs the commissioner of motor vehicles to establish an optional bicycle training course.
Increases fees for the registration of larger, heavier motor vehicles; provides a waiver for a portion of weight added by batteries in electric vehicles.
Allows individuals to request a notation on their driver's license indicating that they have autism spectrum disorder, or any other medical, mental, or behavioral condition that may alter or impair their behavior; requires medical documentation to be submitted as proof upon such a request; directs the commissioner of motor vehicles to consult with the commissioner of health and the commissioner of mental health to determine a list of such conditions and disorders that may be indicated on an individual's driver's license.

Designates the traffic circle at the intersection of Market Street and Division Street, on state route five in the city of Amsterdam, county of Montgomery, as the "Dr. Rao Family Traffic Circle".
Establishes a bicycle and electric scooter operator's safety manual; provides for the issuance of a license for residents who successfully read and comprehend the operator's safety manual; requires residents who operate an electric scooter in New York City to have a license to operate such devices; requires instruction in electric scooter safety as part of the drivers pre-licensing course; requires liability insurance for electric scooters in cities having a population of one million or more; and prohibits the sale of an electric scooter to a purchaser unless the purchaser has a license to operate the electric scooter and has insurance in a city having a population of one million or more.
Exempts vehicles owned by civil service employees, college students and commercial and residential repair businesses from tolls charged under the central business district tolling program.
Requires all persons in a city having a population of one million or more operating a bicycle, electric bicycle or electric scooter to wear a helmet; imposes a civil penalty for violation of such requirement.
Prohibits the operation of any motor vehicle equipped with a device which affects the operation of traffic-control signals; provides that the possession of such a device shall constitute a traffic infraction, use thereof is a class A misdemeanor, and use which results in personal injury or death shall constitute a class E felony.
