Requires the department of transportation to include in its existing vegetative management program the removal of invasive vines which are so hazardous that they pose an imminent danger of causing trees or tree limbs to fall onto highways.
Provides that the commissioner of motor vehicles may contract with private companies or public entities to provide lists of driver's license and partial operating records maintained and collected by the department of motor vehicles.
Establishes the "Electric Vehicle Infrastructure and Liability Act" which requires additional fees to be collected from electric vehicle owners and operators for fire prevention and infrastructure.
Establishes a bicycle and electric scooter operator's safety manual; provides for the issuance of a license for residents who successfully read and comprehend the operator's safety manual; requires residents who operate an electric scooter in New York City to have a license to operate such devices; requires instruction in electric scooter safety as part of the drivers pre-licensing course; requires liability insurance for electric scooters in cities having a population of one million or more; prohibits the sale of an electric scooter to a purchaser unless the purchaser has a license to operate the electric scooter and has insurance in a city having a population of one million or more.
Allows police vehicles to have one or more forward facing blue lights, provided that such blue light can only be displayed in combination with a red and/or white light.
Enacts the "responsible implementation of e-bike regulations for safe cycling (RIDERS) act; defines "electric skateboard" and "electric personal mobility device"; requires the registration of all electric personal mobility devices, including, but not limited to, bicycles with electric assist, electric scooters and electric skateboards; makes related provisions.
Requires motor vehicle repair shops to disclose types of replacement parts used in automobile collision repairs and provides a disclosure form to be signed by the owner consenting to the use of any such parts; forbids use of any other parts except new original equipment manufacturer parts on any vehicle during the first year of its manufacture and for the two years following.
Authorizes drivers to disobey a traffic-control device or signal, after exercising reasonable care, in order to yield the right of way to an authorized emergency vehicle.
