Authorizes the town of Yorktown, Westchester county, shall have the ability to install and operate photo speed violation monitoring systems within construction or maintenance work areas that fall within the border or jurisdiction of such municipality; makes related provisions.
Permits a violation captured by a speed camera to be dismissed upon the application of the person alleged to be liable for such violation if any information that is required to be inserted in the notice of liability is omitted from such notice of liability, misdescribed or illegible.
Prohibits a law enforcement officer from initiating a traffic stop for certain violations of the vehicle and traffic law; provides for the suppression or exclusion of evidence obtained in violation of such provisions.

Requires the commissioner of transportation to install and maintain fiber optic utility along all highways and thruways in the state for access to fiber optic and broadband services.
Relates to liability of the state for damages caused by reported defects and potholes if the report was made fourteen days or more before the damage occurred; establishes an interactive website for reporting defects and potholes on the state highway system and thruway.

Requires the department of motor vehicles compile a list of veterans who apply for a veteran driver's license and provide such list to the department of veterans' services to aid in outreach efforts by the department of veterans' services.
Designates a portion of the state highway system including the bridge on the South Service Road, between Federal Circle and Perimeter Road Overpass, crossing over the Van Wyck Expressway in Jamaica as the "Port Authority Police Officer William J. Leahy Memorial Bridge".
Enacts "local control for speed limits"; authorizes cities, villages, and towns to adjust the speed limit to lower than fifty-five miles per hour, but not less than twenty-five miles per hour, for portions of state highways that are particularly dangerous.
Provides that no suspension of a registration shall occur for a violation regarding cashless tolls absent clear evidence of an owner's intent to repeatedly evade paying such tolls.
Establishes a central business district toll exemption for employees of the fire department of the city of New York in the title of firefighter, fire marshal, marine engineer, pilot or wiper.
