Increases penalties for endangerment of a highway worker; promotes work zone safety awareness; establishes a fund for additional work zone safety enforcement.
Permits the designation of low volume roads and minimum maintenance roads by town boards; enacts provisions relating to the maintenance, improvement and repair of such roads.

Requires all police vehicles to be equipped with bulletproof or bullet resistant glass on and after January 1, 2025; requires existing police cars to be retrofitted with bulletproof or bullet resistant glass.
Requires that each weigh in motion violation monitoring system undergo a calibration check every six months in accordance with specifications prescribed pursuant to a memorandum of agreement between the New York city department of transportation and the New York state department of agriculture and markets, or in accordance with an applicable reference standard as determined by the New York city department of transportation.
