Directs the commissioner of motor vehicles, in cooperation with NYSERDA, to create an electric vehicle clean energy website containing a carbon footprint calculator, a cost-and-mileage calculator, an electric vehicle fueling station locator, and other electric vehicle ownership information.
Prohibits transportation network companies from enacting surge pricing during declared federal, state and local emergencies; subjects violators to a two hundred fifty dollar fine.
Relates to modifying the penalties associated with passing a stopped school bus to include a mandatory driver education course for each offense after a second conviction if recommended by the court.
Establishes a toll exemption for residents of the central business district who have a household income less than or equal to one hundred twenty percent of the median income.
Reduces the speed for owner liability for failure of operator to comply with certain posted maximum speed limits to more than seven miles per hour over such posted maximum speed limits.
Relates to the percentage responsibility of the state for federally assisted projects; relates to the state share of municipal projects where the municipality funds a complete street design.
Establishes that the department of motor vehicles shall notify individuals via postal mail or electronic notification that their vehicle inspection is subject to expiration thirty days before such expiration; provides for a five day grace period after the expiration of the vehicle inspection certificate wherein operators of such vehicle shall not be fined.
Requires the commissioner of DMV to provide applicants for registration of vehicles manufactured before 2009 with informational materials informing them of the hazards associated with a two-point seat belt.
Ensures the safe and efficient delivery of materials for the timely construction of major renewable energy facilities in furtherance of the goals mandated by the New York state climate leadership and community protection act; provides that vehicles carrying materials intended for the construction of any major renewable energy facility, including oversize and superload transport vehicles, shall be permitted to travel on the thruway and state highways, on any day of the week, including Saturday and Sunday.
Requires court-ordered blood alcohol content testing for all drivers involved in fatal and serious physical injury accidents where there is a reasonable cause to believe an alcohol-related offense has been committed; provides exception when seeking court order would unduly interfere with emergency medical assistance or other necessary services at incident scene.
Requires stretch limousines to be equipped with roll-over protection devices such as cages or pillars and anti-intrusion bars for the purpose of protecting rear compartment passengers.
Extends provisions relating to establishing the stretch limousine passenger safety task force; authorizes the stretch limousine passenger safety task force to continue to hold public hearings and meetings to review the actions taken by the state and to publish a report of its findings.
