Designates a portion of the state highway system constituting the bridge on state route 79, crossing over the Chenango River and connecting the town of Greene, county of Chenango, with the town of Fenton, county of Broome, as the "SP4 Herman Emil Anders, Jr. Memorial Bridge".
Provides that the owner of a hazard vehicle service or of a taxicab, livery, bus, coach, limousine, van or wheelchair accessible van service, who has permitted an employee to operate such a vehicle when such employee has not been issued a valid state driver's license or whose license has been suspended or revoked shall have his business license suspended for thirty days.

Authorizes a parking permit system for park-and-rides in the borough of Staten Island in the city of New York; requires residents of Staten Island to receive a permit free of charge and out-of-state residents to pay an annual fee for such permit.
Permits municipalities within certain counties to apply for reimbursement from the state for law enforcement activities on waterways within their jurisdiction.
