Designates all that portion of the state highway system constituting New York state route 109 bridge over the southern state parkway in the town of Babylon, Suffolk county, as the "Lieutenant Commander Phillip Wayne Johnson Memorial Bridge".
Establishes a central business district toll exemption for employees of the fire department of the city of New York in the title of firefighter, fire marshal, marine engineer, pilot or wiper.
Requires the registration of electric scooters and bicycles with electric assist; requires the commissioner of motor vehicles, in consultation with the commissioner of transportation, to create a public outreach and education campaign informing the public concerning the statutory registration requirements for motorcycles, mopeds, electric scooters or bicycles with electric assist; requires distinctive number and form of number plates for mopeds or electric scooters; prohibits the operation of electric scooters, mopeds or bicycles with electric assist on sidewalks; establishes the safe streets bureau requiring the superintendent of state police to create a patrol and enforcement bureau for mopeds, electric scooters and bicycles with electric assist, and assign to it members of the New York state police in such numbers and appoint to it such investigative specialists in such numbers as may be required for the purpose of preventing, investigating and detecting violations of the criminal laws and vehicle and traffic laws of the state, and conducting such other investigations as may be provided for by law.
Directs the department of transportation to create a system, whether through stickers, decals, or otherwise, so that trucks only have to go through one department of transportation safety checkpoint per day.
Requires every railroad corporation which operates any freight train within the state to submit quarterly reports to the department of transportation detailing such railroad corporation's inspections of any train yard and freight train operated in the state by such corporation; directs the department of transportation to conduct follow up inspections.
Requires the commissioner of motor vehicles to promulgate rules and regulations to require that every school bus be equipped with a stop-arm on each side of the bus regardless of seating capacity; prohibits the operation of a school bus on public highways without a functioning stop-arm on each side of such bus.
Requires all bus companies to post on their internet websites or at the places they sell tickets, certain information maintained by the federal Motor Carrier Safety Administration.
Authorizes variable message signs placed within the right of way of highways to display certain voting related communications; provides that no such communications shall be displayed if advised by the United States Department of Transportation or any of its agencies that the display of such information will interfere with federal law or regulation or result in the reduction of federal aid highway funds.
Enhances the fitness and safety requirements for certain licensed individuals; establishes the "New York state task force on the effects of aging on driving ability".
