Prohibits utility corporations from charging customers for gas or electric service which was rendered more than two months prior to the mailing of the first bill to the customer; requires utility corporations to provide a two-year history of charges in their bills.
Establishes a small business tax credit for certain efforts taken to improve such small business's facility in an effort to reduce the spread of infectious diseases.
Authorizes retail clinics to provide certain services; directs the commissioner of health to enact regulations imposing certain standards and restrictions.
Authorizes vocational training, where practicable, to incarcerated individuals on the installation of solar hot water systems for the provision of hot water to correctional facilities.
Provides that uniformed court officers and peace officers employed in the unified court system shall be entitled to accidental disability retirement if they sustain injuries as the result of a physical assault by an assailant suffered while in service.
Authorizes the commissioner of motor vehicles to enter into reciprocity agreements with other states, countries, provinces or territories that issue driver licenses.
Eliminates provisions of law that require the payment and subsequent refund of the ten cent diesel excise tax and sales tax on diesel motor fuel when sold to operators of commercial fishing vessels for use in the operation of such vessels.
Provides for an increased personal income tax deduction for medical expenses incurred by a New York taxpayer to include medical insurance premiums and long term care premiums.
