Establishes a certified transitional tax credit for taxpayers that demonstrate their agricultural products were sold during a period of transition into USDA organic certification, under the Whole Foods Market IP. L.P. "responsibly grown" labelling program, or under the QAI and Hesco, Inc. "certified transitional" label.
Extends the authorization of the county of Genesee to impose a county recording tax on obligation secured by a mortgage on real property from 2023 to 2025.
Defines "closed period of eligibility" for purposes of supplemental security income for aged, blind, and disabled persons; includes such time period in the eligibility requirements of such supplemental security income.
Prohibits requiring that an individual have a court proceeding initiated against him or her in order to qualify for a rent arrears grant or ongoing rental assistance.
Establishes a vacant residential investment exemption in cities with a population of not less than seven thousand fifty and not more than seven thousand sixty, determined in accordance with the two thousand twenty census.
Designates the bridge over the Sagtikos Parkway constituting the Crooked Hill Road Overpass in the town of Islip, county of Suffolk, the "Senior Investigator Thomas M. O'Neill Memorial Bridge".
Requires applicants for financial assistance from industrial development agencies to provide information on the use of material and products manufactured or produced in this state and on the creation of local jobs.
Exempts books, magazines, pamphlets and other related items sold at a primary or secondary school facility or at a library at a book fair organized, hosted or sponsored by an organization established for educational purposes, including but not limited to a parent-teacher association, booster club, or a similar school-based association which supports school activities, or a friends of the library organization from sales and compensating use taxes.
Requires parity in the mental and physical health treatment of the residents of New York state; provides that both mental and physical health "will be matters of public concern and provision therefor shall be made by the state and by such of its subdivisions".
Relates to minority depository institutions which apply to establish a home or branch office in an unbanked or underbanked community; provides that such institutions shall be entitled to receive deposits from the state comptroller and the commissioner of taxation and finance.
