Designates the bridge over the Battenkill River on state route three hundred seventy-two between Barber Avenue and Mill Street in the village of Greenwich, county of Washington, as the "Deputy Chief Brian Buell Memorial Bridge".

Requires the consideration of complete street design for certain transportation projects which receive federal or state funding; authorizes the department to compile and make publicly available guidance and reference material related to consideration of complete street design.
Establishes a tax credit for individuals who serve or are employed as a direct support professional, or direct care worker, up to five thousand dollars for taxpayers who make less than fifty thousand dollars and phased out for individuals who make over one hundred thousand dollars.
