Increases the city of New York procurement limit for businesses owned by women and minorities from one million dollars to one million, five hundred thousand dollars.
Establishes a four-year demonstration project to reduce the use of temporary staffing agencies in residential healthcare facilities and a joint labor-management nursing home staffing workgroup to review and assess the impact of such demonstration project.
Permits a member of the New York city teachers' retirement system, the New York city employees' retirement system, or the New York city board of education retirement system who is eligible to join any other retirement system maintained by the city due to a separate, concurrent eligible employment with a participating employer to become a member of the subsequent city funded retirement system provided such benefits in the first system of membership are suspended during their active membership in the subsequent retirement system.
Requires state agencies to measure, collect, report, and utilize metrics relating to the experience of residents interacting with agencies to improve provision of services to the people of the state, and to provide a biannual report to the governor and legislature.
Requires governmental entities to, whenever possible and feasible, consider implementing multifactor authentication for local and remote network access; requires public websites to encrypt all exchanges and to comply with privacy standards.
Relates to certain economic development programs; requires reporting on the use of fiber-optic technology in certain economic development grant programs; adds access to high-speed broadband internet service as consideration in certain competitive grant projects.
Enacts the "Syracuse regional airport authority design-build act" allowing for the Syracuse regional airport authority to enter into a design-build contract for the installation, construction, demolition, reconstruction, excavation, rehabilitation, repair, and renovation in connection with a landside improvement project, terminal operational enhancement and aircraft deicing facility located in the towns of Cicero, De Witt and Salina at the Syracuse Hancock International Airport.
Allows Brian Laurange Jr. to be eligible to take the civil service exam for the position of deputy sheriff for the Columbia County Sheriff's Office and be eligible to be placed on the eligible list for appointment as a full-time deputy sheriff for the Columbia County Sheriff's Office.
