Provides that where a person who meets the requirements for an enhanced exemption for property owned by senior citizens purchases real property after the levy of taxes, such person may file an application for exemption to the assessor within thirty days of the transfer of title to such person for such exemption.
Provides for the creation of a drug guide for seniors regarding the drugs commonly used by people over 62 years of age; provides that such guide will include functions and drug interactions.
Provides for the establishment of the New York state home equity conversion information summary to provide notice of mortgagor's right and responsibilities under reverse mortgage loans issued under the home equity conversion mortgage program of the federal Department of Housing and Urban Development; provides that every authorized lender must provide copies of such summary not less than 5 days prior to closing on a reverse mortgage loan; establishes a private right of action for violations of such provisions.
Allows a municipality to pass a local resolution to extend the taxable status exemption filing date to match such municipality's grievance date for persons sixty-five years of age or older.
Increases the enhanced STAR property tax deduction for tax for final assessment rolls to be completed after two thousand twenty-four; provides a total exemption from school taxes for certain persons eighty years of age and older.
Requires the office for the aging to develop and provide elder abuse prevention training to train senior service centers and contractors in the detection and reporting of elder abuse in consultation with the office of children and family services.
Relates to tax abatement for rent-controlled and rent regulated property occupied by and real property owned by senior citizens or persons with disabilities.
Directs the state office for the aging to conduct a study on the number of older adults residing in naturally occurring retirement communities or neighborhood naturally occurring retirement communities who are suffering from social isolation and loneliness; makes related provisions.
Increases the income thresholds for eligibility for the senior citizen and disabled person property tax exemptions; applies to any local law, resolution or ordinance amended or adopted on and after the effective date of this act.
Requires reporting and posting by assisted living facilities relating to quality measures and information concerning rates, rent, and service fees; requires a scoring system of the assisted living quality reporting.
Identifies persons to be mandatory reporters of senior abuse or maltreatment; describes the procedures and steps to be taken to report senior abuse to adult protective services.
Relates to the automatic identification of elderly pharmaceutical insurance coverage program enrollees who are eligible for HEAP and automatic enrollment of such eligible enrollees in HEAP.
