Requires the office of children and family services to utilize a cost estimation model when determining the actual cost providers incur when providing child care; requires the office to prepare a report detailing such.
Establishes the universal basic income for transition-age youth pilot program to provide regular monthly payments to state residents who age out of foster care.
Requires orders of custody to state whether law enforcement is authorized to remove a child or children in order to comply with and enforce such orders.

Prohibits courts from ordering an evaluation of a party or child or allowing into evidence a forensic report created by a forensic evaluator on a party or child to assist such court in a child custody or visitation determination.
