Repeals provisions relating to aggravated sexual abuse in the fourth degree; expands the definition of aggravated sexual abuse in the third degree to include intentional touching, for no legitimate purpose, of certain sexual or other intimate parts of a person under the age of thirteen for the purpose of degrading or abusing such person, or for the purpose of gratifying the actor's sexual desire.
Relates to reports on untested sexual offense evidence collection kits; requires law enforcement agencies to report to the division of criminal justice services on the number of tested and untested sexual offense evidence collection kits; requires the division to report on the results of such report to the legislature.
Includes in the class E felony of vehicular assault in the second degree, the causing of serious physical injury while operating a vehicle with suspended, revoked or no license; creates the crime of vehicular homicide.
Repeals the municipal police training council; creates the police training council to establish a statewide mandatory training curriculum for all law enforcement agencies established with police officer or peace officer status throughout the state.
Relates to the unlawful use of an unmanned aircraft; defines unmanned aircraft as a device used for flight in the air which is operated remotely without the possibility of direct human intervention from within or on the aircraft.
Provides for confidentiality of records in proceedings to vacate convictions for offenses resulting from sex trafficking, labor trafficking and compelling prostitution.
Establishes the class C felony of assault of a patient in a mental health or developmental disability facility, for the intentional causation of physical injury to a patient residing in a facility operated, licensed or certified by the office of mental health or the office for people with developmental disabilities.
Relates to the execution of a warrant of arrest; authorizes the commissioner of the division of criminal justice services to establish a system to record and monitor the issuance and execution of search warrants; authorizes the chief administrator of the court system to establish educational programs for judicial personnel on the law of searches, arrests and seizures.
