Requires the installation and use of security camera systems at all entrances and exits of state parks in a manner to allow for the identification of the manufacturer, model and plate number of any vehicle entering and exiting any state park, historic site, campground or recreational facility.
Creates the "Checkout NY" pass, a comprehensive pass that allows for free or discounted use of state parks, historic sites and recreational facilities; provides one such pass to each consolidated, federated and cooperative public library system within the state free of charge for circulation.
Permits the use of snowmobiles on the right-of-way of certain portions of state route nine hundred fifty-four-h within the village of Bemus Point in Chautauqua county.

Authorizes the commissioner of parks, recreation and historic preservation to permit composting facilities at state parks when such facility does not harm the natural environment or integrity of the park.

Enacts the "parks are growing act"; directs the commissioners of parks, recreation and historic preservation, agriculture and markets, and environmental conservation to conduct a land assessment of suitable areas of land for establishing floral and vegetable garden plots and introducing pollinator-friendly species, and to develop and implement a plan pursuant to such land assessment.
Requires the empire state plaza art commission to provide recommendations to the governor on renaming the agency buildings located at the empire state plaza; establishes considerations to include places, persons and matters of significance to the state that reflect state values; requires the governor to choose the new agency building names within 60 days after the commission's recommendation.
Provides free use of public campsites, parks and other public places of recreation in this state for members or citizens of state or federally recognized Native American nations.
