Enacts the Educational Rights Transparency for New York Families Act, to establish standards for resource based educational rights of students within the state and implement a system of self-assessment and reporting by schools and school districts.

Requires LGBT awareness curriculum or instruction.

Establishes a career and technical high school diploma (CTE) for students completing a course of study for a career or trade.

Increases the phase-in period, in which the boards of education or trustees of school districts participating in a proposed reorganization may opt to have the tax impact of such reorganization, from 10 to 20 years.

Establishes the school district cyber crime prevention services program to provide school districts with information on strategies, best practices and programs offering training and assistance in the prevention of cyber crimes in school districts or otherwise affecting school districts; provides that information on eligibility and applications for financial assistance be made available to school districts; authorizes the New York state urban development corporation to provide loans, loan guarantees, interest subsidies and grants to school districts for the purpose of preventing cyber crimes against school districts.

Allows schools to provide water safety instruction to students in grades kindergarten through twelve; allows for the commissioner of education to provide technical assistance to develop curricula for water safety instruction.

Requires the department of education to provide annual notifications to school districts to combat cyber crime.

Enacts the safe schools by design act; directs the use of design principles and strategies, pursuant to guidance issued by the commissioner of education, as part of a comprehensive approach to provide a safe, secure and healthy school environment.

Relates to the fingerprinting and background checks of contracted service providers of student support services.

Removes the cap on funds for teacher resource and computer training centers for the city school district for the city of New York.

Requires all school districts to have a licensed physical education teacher.

Requires all text-books approved by this article to reference the Sea of Japan as also the East Sea.

Relates to the compulsory age for full time instruction from six to five years of age and certain exceptions for minor children.

Relates to the computation of building aid for the construction, reconstruction or modernizing of certain projects by the Binghamton city school district.

Establishes the Diwali school holiday in certain qualifying school districts to commemorate the Hindu festival of lights.
