Increases the dollar value of items that may legally be given or provided to any person, other than persons who are official representatives of the board of elections or political parties and committees and persons who are engaged as watchers, in a polling place without any identification of the person or entity supplying such provisions.
Relates to the removal of an election commissioner by the governor or by affirmative vote of a majority of commissioners of the state board of elections for incompetence, misconduct, or other good cause, provided that prior to removal, such election commissioner shall be given a written copy of the charges against them and have an opportunity to be heard in their defense.
Relates to enacting the "Esther Salas candidate privacy act" providing the option for candidates for office and petition witnesses not to put their address on designation petitions but instead file such with the county clerk for a fee.
Requires disclosure of the use of artificial intelligence in political communications; directs the state board of elections to create criteria for determining whether a political communication contains an image or video footage created through generative artificial intelligence and to create a definition of content generated by artificial intelligence.
Requires that any ballot proposition creating a state debt shall contain an estimate of the amortization period and the total expected debt service payable thereon until the bonds issued pursuant to such proposition are retired; relates to deposits to the tax stabilization reserve fund; provides that at least 10% of any surplus shall be used to pay down state debt.
Prohibits fraudulent absentee ballot drop-off boxes or receptacles by making it a felony for anyone other than the board of elections to erect, display or maintain an absentee ballot drop-off box or receptacle.
Requires that all printed political campaign mailing pieces, containing or made of recyclable material, include a message about recycling the printed materials.
Regulates political contribution activities by intermediaries; requires that when contributions made by an intermediary to a candidate or a committee are over $1,000, the name, occupation and address of each contributor shall be disclosed.
Provides that if a school building is designated as a polling place, the board or body which controls such building shall provide a space that is not easily accessible to areas of the building where instructional activities are taking place, and if such a space cannot be provided that meets such criteria, the board or agency which controls such building shall cancel in-person instructional activities during the operating hours of such poll site.
Enacts the "election workers and polling places protection act" to protect poll watchers, election officials, voters and physical property being used as a polling place or by the board of elections.
