Enacts the "learning for work act"; establishes the youth apprenticeship program and the enhanced regents professional diploma; appropriates moneys therefor.
Relates to the computation of building aid for the construction, reconstruction or modernizing of certain projects by the Binghamton city school district.
Authorizes the department of environmental conservation to issue airport air strike hazard permits when the department finds that wildlife has become a nuisance, destructive to public or private property or a threat to public health or welfare.
Directs the department of homeland security and emergency services to conduct a study on domestic terrorism within the state and to make recommendations to address such terrorism.
Establishes a reentry services and treatment fund; establishes training requirements for peace officers related to mental illness and trauma informed care.
Relates to the issuance of arrest warrants upon a youth; provides for the police officer to make a reasonable effort to notify the parent or other person legally responsible for the care of such youth or with whom the youth is domiciled that the youth has been arrested; provides that the police officer need not notify the parent or other person legally responsible when such youth is not also a juvenile offender and the notification would endanger the health and safety of such youth; amends provisions relating to sexually exploited children to include persons under the age of nineteen.
Provides for emergency evacuation plans for vulnerable occupants in all residential occupancies; requires designated safe spaces equipped with emergency medical supplies in buildings greater than 125 feet (38 100 mm) in height; provides for a voluntary registry to meet the special needs of occupants who require assistance during evacuations or other emergency situations.
Directs the superintendent of state police to develop and institute child-sensitive arrest policies and procedures for instances where police are arresting an individual who is a parent, guardian or other person legally charged with the care or custody of a child.
