Requires abandoned property escheat to the Indian nation or tribe that historically occupied the land or to the nearest nation or tribe; establishes such land shall be tribal land.
Requires the director of the budget to provide monthly budget updates to the legislature including a detailed description of revenue shortfalls, spending overages, and any proposed adjustments to appropriations or disbursements pursuant to authorization granted in the two thousand twenty-three-twenty-four enacted budget.
Establishes the police canine vest fund to be used for the purpose of purchasing, maintaining, repairing and replacing soft body ballistic armor vests and other protective equipment for state police and municipal department police canines utilized in the performance of police duties, as well as the purchasing and training of such police canines.
Requires the department of health to develop, maintain, and distribute to practicing and licensed physicians in the state a resource library related to continuing medical education and training opportunities regarding nutrition.
Relates to decreasing the length of the suspension period applicable to certain individuals who lose their jobs due to a labor dispute, such as a strike, and who seek to obtain unemployment insurance benefits; decreases the suspension period from two consecutive weeks to one week; provides that the waiting period and suspension period shall be served concurrently.
Requires the state commission on judicial conduct to transmit its annual budget request to the governor for inclusion in the executive budget without revision; relates to complaints regarding judges and confidentiality of records; extends the jurisdiction of the state commission on judicial conduct as to judges who resign or retire while under investigation or formal charges.

Requires each institution within the state university of New York and the city university of New York offering in-person student instruction to have at least one vending machine making emergency contraception available for purchase.

Directs the office for the prevention of domestic violence to facilitate the establishment of five crime victim and trauma survivor recovery centers throughout the state to help individuals who have experienced violent crime, including individuals who suffered gunshot wounds, as well as victims of sexual assault, domestic violence, human trafficking, and hate crimes, and those who had a family member assaulted or killed, free of charge.
