Requires the department of health in conjunction with the department of corrections and community supervision to identify the short-term and long-term effects of fentanyl, heroin, methamphetamine, cocaine, synthetic hallucinatory substances and certain prescription drug exposure on law enforcement officers and correctional officers who repeatedly come into contact with such substances during screening efforts at correctional facilities, raids and arrests.
Requires the Medicaid inspector general to comply with standards relating to the audit and review of medical assistance program funds; establishes procedures, practices and standards for the adjustment or recovery of a medical assistance payment from recipients; requires notice of certain investigations.
Requires the department of health to conduct a public information and outreach campaign on medically unnecessary treatments on persons born with intersex traits or variations in sex characteristics.
Enacts the "safer health care facility construction act"; requires the commissioner of health to adopt infection control risk assessment (ICRA) standards to reduce the risk from infection in all health care facilities; requires all construction work performed on a new health care facility and on the expansion of an existing health care facility to be compliant with ICRA standards; requires people performing construction work on a health care facility be certified in compliance with ICRA standards.
Directs the commissioner of health to approve courses for eligible physicians, nurses and other staff that covers risk management strategies in emergency department visits for individuals with a developmental or intellectual disability; provides a premium reduction for physicians who complete such risk management strategies course.
Prohibits the operation of a vending machine which dispenses tobacco products unless the machine is located more than three hundred fifty feet from a building occupied exclusively as a school, church, synagogue or other place of worship.
Provides Medicaid reimbursement for interpretation services provided by hospital inpatient, outpatient and emergency department settings and in diagnostic treatment centers; provides further that time frames for notice, approval or certification of rates of payment and to the requirement of prior notice of rates of payment are suspended, deemed without any force and effect from and after February 1, 2025 for such rates effective for the period April 1, 2025 through March 31, 2026.
Provides that hospitals which offer medical residency training in obstetrics, gynecology, internal medicine, women's health and osteopathy shall provide training which follows the Accreditation Council on Graduate Medical Education or the American Osteopathic Association special requirements for obstetrics-gynecology; provides for experience with induced abortions and complications thereto except where residency program has a religious, moral or legal restriction which prohibits residents from performing abortions within the institution.
Requires information made public by the state board of professional medical conduct and health information required to be made public by the department of health to be disseminated in both written and electronic form in the 8 languages that are most spoken in the state.
Requires chain restaurants to display an added sugars warning next to or directly under the name of each food item with high added sugars content wherever such food item is listed on a menu, menu board, or food tag, and by any self-serve dispensing point at which such food item is dispensed.
Develops comprehensive assessment centers for autism spectrum disorders; provides grants for their development and lays out reporting and research requirements.
