Provides that low-income subsidy data transmitted from the social security administration to local departments of social services in accordance with section 1144(c)(3) of the federal social security act shall be treated as an application for the medicare savings program, without requiring submission of another application.
Directs the department of health to conduct a study relating to opening a new hospital in southeast Queens; requires the department of health to deliver a copy of the findings of the study conducted and any legislative recommendations to the governor and the legislature.
Relates to providing information to patients and the public on policy-based exclusions; requires the commissioner of health to collect from each health care facility a list of its policy-based exclusions and publish such information on the department's website.

Defines "neurological injury" as an injury to the brain or spinal cord of a person occurring in the course of the provision of medical services, that rendered the person with a permanent and substantial motor impairment or with a disability that: results in similar impairment of general intellectual functioning or adaptive behavior to that of intellectually disabled persons; requires treatment and services similar to those required for such person; has continued or can be expected to continue indefinitely; and constitutes a substantial handicap to such person's ability to function normally in society; differentiates a birth-related neurological injury and a neurological injury.
Provides certain legal protections for reproductive health service providers who provide legally protected health activities including protection from extradition, arrest and legal proceedings in other states relating to such services; restricts the use of evidence relating to the involvement of a party in providing legally protected health activity to persons located out-of-state.
Establishes a healthy savings pilot program within three cities where those in the program can receive discounts on healthier food choices at grocery stores and supermarkets.
Increases medicaid reimbursement payment aggregate for private duty nursing services and care by 15 million dollars for period 7/1/24 to 3/31/25, and by 20 million dollars annually thereafter for each period from April 1 to March 31.
