Requires all dwellings in projects located within the state to include braille labeling on all room numbers, elevator buttons, and directional signage in common areas in such dwellings.
Includes additional community districts in which pilot programs to address the legalization or conversion of certain basement and cellar dwellings can be established by local law.
Prohibits the issuance of a permit for the construction of a new multiple dwelling unless the multiple dwelling contains the minimum number of dwelling units required for the lot; defines minimum number of units required.

Directs the New York city housing authority to establish occupant protection plans for projects having lead paint and post and maintain signs in conspicuous locations at the affected projects.
