Permits assessment of certain fees and costs upon wrongful denial of access to records under the freedom of information law when either the person has substantially prevailed, or if the agency failed to respond within the statutory time.
Provides for the award of reasonable attorneys' fees in FOIL proceedings if the person is successful and in open meeting proceedings to the successful petitioner and against the public body.
Extends the expiration of the provisions authorizing the county of Allegany to impose an additional one and one-half percent sales and compensating use taxes until November 30, 2025.
Provides for accessing records under the freedom of information law including notification procedures and the release of names of natural persons and residential addresses.
Authorizes the enactment of local laws requiring residency in cities with a population of one million or more for members of the police force appointed to such positions; provides increased salaries for certain police officers who are residents of certain cities; provides additional credits on competitive exams for original appointment of police officers, tax credits, real property tax credits and student loan forgiveness based upon residency in certain cities.
Requires police agencies to report offenses to the division of criminal justice services which appear to such agency to be motivated by the race, national origin, religion or sexual orientation of the victim or of the owner, resident, lessee or occupant where the offense is committed against property.
Establishes the commission of the deaf, deafblind and hard of hearing; requires the commission of the deaf, deafblind, and hard of hearing to transmit complaints in matters affecting the deaf, deafblind, and hard of hearing communities to the vulnerable persons' central register; repeals provisions relating to the New York state interagency coordinating council for services to persons who are deaf, deaf-blind, or hard of hearing.
Authorizes the town of Warwick in Orange county to impose a five percent hotel and motel tax; provides for the repeal of such provisions upon expiration thereof.
Prohibits new cannabis dispensaries from opening up within five hundred feet of other licensed cannabis dispensaries; provides an exception if the location of such premises is in the public interest.
