Includes contests wherein participants select whether athletes, in the case of sporting events, shall accumulate more or less than a target score set by an operator, as an interactive fantasy sports contest; provides a definition for interactive fantasy sports gross revenue; makes related provisions.
Creates the jockey health insurance reserve fund for the payment of premiums not yet paid; provides for the return of funds if such reserve fund becomes no longer necessary.

Specifies who can operate a handicapping tournament; requires handicapping tournament operators to distribute no less than eighty percent of entry fees as prizes to the winners of a handicapping tournament; requires that five percent of the portion of the gross revenue collected by an operator on handicapping tournament entry fees from New York participants that is not distributed as prizes to the winners of a tournament be distributed quarterly by such operator to the horsemen's organization for welfare and medical plans for regularly employed backstretch employees.
Requires all advertisements for gambling and sports betting to include warnings about potential harmful and addictive effects of gambling; requires the state gaming commission to cooperate with the commissioner of addiction services and supports to ensure that all advertisements for gaming activity state a problem gambling hotline number.
