Establishes the New York Health program, a comprehensive system of access to health insurance for New York state residents; provides for administrative structure of the plan; provides for powers and duties of the board of trustees, the scope of benefits, payment methodologies and care coordination; establishes the New York Health Trust Fund which would hold monies from a variety of sources to be used solely to finance the plan; enacts provisions relating to financing of New York Health, including a payroll assessment, similar to the Medicare tax; establishes a temporary commission on implementation of the plan; provides for collective negotiations by health care providers with New York Health.
Establishes the retire strong tax credit for certain individuals age 65 or older; authorizes a tax credit amounting to half the qualifying real property taxes paid by such individual for the taxable year, up to $6,500.
Relates to recycling electronic cigarettes; requires electronic cigarette manufacturers to submit plans regarding the collection, transportation and recycling of electronic cigarettes to the commissioner of environmental conservation.
Requires the central New York regional market authority to work with the department of agriculture and markets to assure proper development of agriculture and regional market facilities, in the Central New York Regional Market district; requires such authority to furnish an annual real estate report detailing all real estate holdings and detailed property information, including but not limited to the tenants, important lease terms, rents, durations of leases, as well as copies of each lease; authorizes the state comptroller to examine the accounts and books of the authority; makes related provisions.
Requires the department of health to publish a report on the incidence of tick-borne illnesses annually on the department's website; requires the department to submit an annual report to the governor and the leaders of the legislature; requires the superintendent of financial services to review the status of health insurance coverage for the treatment of Lyme disease and other tick-borne related diseases and to submit a report to the governor and the leaders of the legislature.
Adds a person having been previously convicted of petit larceny two times within any three month period or three times within any twelve month period to the definition of grand larceny in the fourth degree.
Authorizes and directs the commissioner of transportation to conduct a study on the feasibility of removing all existing 3-cable guide rails on New York roadways and replacing such guide rails with safer alternatives; requires a report to be submitted to the governor, the temporary president of the senate, the speaker of the assembly, the minority leader of the senate, and the minority leader of the assembly containing the findings and recommendations for legislative or other actions.
Relates to the computation of building aid for the construction, reconstruction or modernizing of no more than one project by the Boquet Valley Central school district.
Prohibits the owner of a building from declining to renew a lease to a tenant whose lease term started prior to the owner's purchase of the building on the grounds of occupancy by the owner or an immediate family member.
