Designates the bridge over the Battenkill River on state route three hundred seventy-two between Barber Avenue and Mill Street in the village of Greenwich, county of Washington, as the "Deputy Chief Brian Buell Memorial Bridge".
Provides for a 75-25 percent split in the New York city transit authority's operating surplus between the authority and the Metropolitan transit authority where previously the split was 50-50.
Authorizes county highway superintendents to rent road machinery from any city, town or village; authorizes town highway superintendents to contract for the use of certain services and town machinery, tools and equipment with another municipality, district corporation, school district, community college or any unit of the state university.
Relates to updating the driver's manual provided to accepted learner's permit applicants and driver education courses to include a description of law enforcement procedures during traffic stops and the actions a motorist shall take during such stop including appropriate interactions with such officers.
Authorizes the Triborough bridge and tunnel authority to impose tolls and fees for congestion pricing for motorcycles in the central business district in the amount of half of the charges for the tolls and fees of other vehicles.
Requires a lighted lamp on the front and rear of every bicycle and a red reflector securely attached to the rear in a size and type as approved by the commissioner.
Requires the Long Island Rail Road, the Metro-North Commuter Railroad Company, and the New York City Transit Authority establish a no fare program for the transportation of certain active duty, uniform police officers.
Relates to the metropolitan commuter transportation authority establishing and implementing a policy for responsible management of vegetation and other activities that impact neighboring properties in order to preserve the safety and efficiency of commuter rail operations by implementing guidelines for removal and management policies.
