Clarifies the definition of veteran to include career members of the armed forces for purposes of the veterans alternative tax exemption by considering individuals who meet certain conditions to have been discharged or released from active military, naval or air service despite the fact that no discharge may have been issued.
Establishes a childcare program to provide active duty members of the New York national guard assistance in locating, selecting, and offsetting the cost of civilian childcare when on-base childcare is not available to such members.
Provides that when the governor declares a weather related state of emergency in a city having a population of one million or more, all public and private elementary and secondary schools shall be closed and remain closed until such emergency is terminated.
Directs the division of military and naval affairs to establish policies relating to security and protection of New York national guard and air national guard recruiting centers.
Allows reservists who have served or who are currently serving in the United States armed forces to be eligible for 2.5 points on civil service examinations.
Requires the department of veterans' services to establish and maintain, in consultation and collaboration with other state agencies, a searchable database on the department's website providing resources available in the state for veterans, members of the uniformed services, and their families.
Expands eligibility for loans and grants pursuant to the resilient retrofits loan and grant program for private sewer repairs and upgrades; establishes the resilient retrofits loan and grant fund.
Requires the department of motor vehicles compile a list of veterans who apply for a veteran driver's license and provide such list to the department of veterans' services to aid in outreach efforts by the department of veterans' services.
Requires the department of labor create and maintain a list of available careers and job openings for veterans in the state of New York and provide such list to the department of veterans' services; requires such list to be placed on the department of veterans' services website.
Requires the inclusion of local and municipal animal shelters, a society for the prevention of cruelty to animals and veterinary services when establishing local comprehensive emergency management plans; requires that information to the public include the communication accommodation needs of persons with vision or hearing impairments and information on which temporary housing and other necessary facilities are designated as animal-friendly.
Revises the New York state veteran's memorial and monument registry such that it is easier to navigate and has deadlines for the submission of memorials and monuments and the updating of the registry.
Includes the Space Force as being members of the armed forces or veterans eligible for certain credits and benefits that are available to other active and veteran members of the armed forces.
Requires the department of veterans' services to provide information on the department's website on volunteer opportunities available to veterans and to post relevant application forms that a qualified veteran can use to apply for volunteer opportunities.
