Allows for certain rules and regulations to be waived in order to promulgate collaboration between mental health providers to develop programs for the benefit of the mentally ill.
Requires the state to reimburse municipalities for loss of real property tax revenue resulting from the establishment of community residential facilities for the disabled.
Establishes a regional or county-based peer support services program for transgender and non-binary individuals that provides support services including but not limited to, peer counseling for mental illness including alcohol and substance abuse counseling, family support services, domestic violence, mental health and physical health.
Increases the frequency that visitation or inspections of facilities operated or licensed by the office for people with developmental disabilities must be made each year.
Enacts "Karilyn's law"; provides that the court set the date for proceedings relating to family visitation under a guardianship petition for not more than ten days from the signing of the order to show cause; provides that visitation shall be a rebuttable presumption.
Requires a certified dietitian, pursuant to the education law, on-site during hours of operation in order to apply as a comprehensive care center for eating disorders.
Authorizes the commissioner of mental health to establish up to three, three-year pilot programs in community behavioral health organizations for the purposes of creating social worker pilot programs to support the ongoing retention and recruitment of licensed clinical social workers.
Authorizes the governor and lieutenant-governor, commissioner of general services, secretary of state, comptroller, attorney general, and members of the legislature, provided that such request does not impact upon the department's ability to manage its facilities as determined by the director of the facility, to visit any facility designated by the commissioner of mental health for care and treatment.
Requires providers of residential services to developmentally disabled children to have surveillance cameras in the common areas of their residential facilities.
Relates to the hospitalization, care coordination, and assisted outpatient treatment for persons with mental illness by qualified clinical examiners or qualified mental health professionals; defines qualified clinical examiner and qualified mental health professional.
