Requires the state to reimburse municipalities for loss of real property tax revenue resulting from the establishment of community residential facilities for the disabled.
Relates to establishing the New York state council on mental health emergency and crisis response to make recommendations on topics including but not limited to: (i) identifying best practices for response to mental health crises; (ii) initiatives to increase training opportunities and participation of mental health professionals, and other qualified individuals as members of mobile crisis outreach teams; (iii) identify training needs and methods to improve diversion from hospitalization after response from a mobile crisis outreach team; (iv) identify the need for establishing mobile crisis outreach teams in each region of the state and accessing alternatives to hospitalization; (v) public education and outreach on the benefit of mobile crisis outreach teams and how to access their services; and (vi) any other recommendation deemed appropriate by the council.
Requires the office of mental health to establish a training program for the diagnosis and treatment of post-traumatic stress disorder for military veterans; the program shall include a component on military culture competency and shall be intended for the training of mental health providers and mental health clinicians; certification of the completion of the program may be provided to participants through the office.
Provides for definitions of mental health and family and youth peer advocates and requires the office of mental health to establish peer service qualification programs.
Relates to establishing emergency mental health units; provides for certification of all emergency mental health units, the creation of regional emergency mental health unit councils, and a New York state emergency mental health unit council to develop minimum training standards for certified emergency mental health units and minimum equipment and communication standards for emergency mental health units.
Establishes the eating disorders in children task force to study and create a standardized approach to, and develop best practices and guidelines for awareness, recognition, and treatment of eating disorders in children.
Establishes a regional or county-based peer support services program for transgender and non-binary individuals that provides support services including but not limited to, peer counseling for mental illness including alcohol and substance abuse counseling, family support services, domestic violence, mental health and physical health.
Relates to involuntary in-patient mental health treatment where care and treatment in a hospital is essential to a person's welfare if, in the absence of such care and treatment, the person's mental illness is likely to result in serious harm.
Relates to the geriatric demonstration program to promote mental health and home care collaboration; authorizes the commissioner of mental health to waive rules and regulations to address barriers to participation in the program.

Enacts "Jesse's law" to provide that a person subject to involuntary emergency admission for immediate observation, care, and treatment of mental illness shall have the right to select the hospital they are admitted to.
Establishes parity in reimbursement rates for the first twenty-four hours of supportive stabilization services provided that are substantially equivalent to crisis stabilization center services.
Requires the establishment of community housing waiting lists within the office of mental health service system; directs each provider of housing services in the office of mental health system to provide, on a monthly basis, the office of mental health with a list of each person referred to, admitted to, applying for, withdrawing an application for and denied admission to housing provided by such provider; requires the community-based agency performing assessments of persons with a documented mental illness to provide the office with the names of such who have been assessed and who meet the eligibility criteria for the array of funded and/or licensed housing programs; requires such office to publish such waiting lists on a monthly basis.
Directs the commissioner of the office for people with developmental disabilities to deny employment or volunteer applications based on a criminal history report for such applicant.
