Requires the office for people with developmental disabilities to develop and maintain a community residence opportunities waitlist which include the names and contact information of all individuals seeking placement in a community residence.
Authorizes school districts that provide transition services to allow the delivery of such transition services, including integrated employment, during school hours.
Requires the office for people with developmental disabilities to create a staffing plan for workforce emergencies when experiencing staffing shortages.
Provides for due process procedures for persons who currently are placed in New York state education department approved out-of-state residential schools pursuant to the education law and the federal individuals with disabilities education act who have received an offer for transitional care or certain care prior to becoming eligible to receive such care.
Requires the office for people with developmental disabilities, department of health and division of the budget to authorize voluntary providers of supports and services to individuals with intellectual and developmental disabilities to bill and be reimbursed within thirty days of billing for novel coronavirus, COVID-19 related costs and expenses, including, but not limited to, increased staffing and personal costs, personal protective equipment expenses, and increased residential cost.
Directs the commissioner of health to do a comprehensive assessment of the existing methodology used to determine payment for early intervention screenings, evaluations, services and service coordination; directs recommendations on reimbursement methodology as well as needs under the program.
Relates to the creation of an innovative housing initiative for persons with a developmental disability who wish and are able to safely live independently; directs the division of housing and community renewal to establish guidelines for the dissemination of disclosure materials for the offer and sale of interests in residential environments formed under the innovative housing initiative; creates an exemption from certain filing requirements for residential environments that are formed as cooperative interests in realty for persons receiving services under the innovative housing initiative.
Establishes a direct support professional worker registry of persons who have successfully completed a direct support professional worker education or training program approved by the commissioner or the accrediting body of other states or federal authorities, including the military.
