Relates to the hospitalization, care coordination, and assisted outpatient treatment for persons with mental illness by qualified clinical examiners or qualified mental health professionals; defines qualified clinical examiner and qualified mental health professional.
Directs the office of mental health to develop materials relating to suicide prevention and identifying signs of depression for school-aged children; authorizes school districts to include suicide prevention in health class curriculum.
Provides that members of a mobile crisis team shall include any combination of behavioral health professionals, certified peer specialists, certified recovery peer advocates, credentialed family peer advocates, and credentialed youth peer advocates.
Establishes a youth mental health advisory board consisting of youths aged 16-20 to examine and make recommendations for legislation and initiatives regarding issues of youth mental health including social media, bullying, substance use, trauma, poverty and access to services.
Requires the office of mental health to conduct a study on utilizing the therapeutic techniques studied by the research and recognition project for the treatment of post-traumatic stress disorder.
Creates 10 interagency placement committees throughout the state to recommend treatment and rehabilitation programs or strategies for youths with co-existing mental disabilities; directs such committees to establish a process by which youths can be referred to such committees; directs such committees to submit a report annually to the governor and legislature identifying gaps in treatment and rehabilitation options, and any plans or recommendations to increase such options.
Enacts the "New York City Training And Comprehension of Trauma in Children (TACTIC) Act"; establishes the TACTIC council; provides for a trauma informed care training program to teachers in schools located in the city of New York; creates a department of child trauma informed care to assist with parenting workshops, to assign trauma informed care specialists to schools and to report to the TACTIC council regarding child trauma informed care provided to schools in the city of New York.
Enacts the "minority mental health act" to establish the division of minority mental health within the office of mental health; provides that such division shall be responsible for assuring that mental health programs and services are culturally and linguistically appropriate to meet the needs of racial and ethnic minorities.
Relates to the discharge of residents of a community residence; provides that nothing shall be deemed construed as creating a relationship of landlord and tenant between an operator of a community residence and a resident; defines community residence.
Directs the commissioner of the office of mental health to promulgate rules and regulations prohibiting any suicide prevention or mental health services hotline operated or sponsored by the state from being automated.
