Allows a city with a population of one million inhabitants or more, or any district, board or agency with jurisdiction exclusively within such city, to authorize or require bids and offers for any contract to be submitted in an electronic format; provides such city, district, board or agency may conduct a public opening and reading of bids or identification of offerers.
Authorizes the director of the division of minority and women's business development and the mayor of the city of New York to enter into a memorandum of understanding to allow reciprocity between the state and New York City for businesses that are certified as minority and women-owned business enterprises.
Provides that "small business" for the purposes of minority and women-owned business enterprises shall mean a business which has a significant business presence in the state, is independently owned and operated, not dominant in its field and employs, based on its industry, a certain number of persons as determined by the director, but not to exceed three hundred except for industries otherwise specified by the small business size standards pursuant to 13 CFR 121.201 which shall be determined by the size standard in number of employees.
Enacts the "Renewable Capitol act"; requires the office of general services, in consultation with the power authority of the state of New York, to ensure that all operations that power, heat or cool the empire state plaza complex shall entirely use renewable energy systems; requires the office of general services to establish an advisory committee to advise the office of general services on the preparation, design and content of a plan for the use of renewable energy systems.
Prohibits state contracts with contractors who do not provide health insurance which covers services for transgender, non-binary, and gender expansive people.
Requires that every bid made to the state or any public department or agency thereof, where competitive bidding is required by statute, rule or regulation, for work or services performed or to be performed or goods sold or to be sold, shall include a report listing information, including the total number of adverse judgments or administrative rulings arising from allegations of sexual harassment; requires such reports to be transmitted from the contracting agency to the division of human rights and the office of the state comptroller; makes related provisions.
Prohibits state contracts with contractors who do not provide health insurance which covers supplemental breast cancer screenings; authorizes the comptroller to promulgate any necessary rules and regulations.
Requires that prior to a contract with the state or other public entity being effective, a report must be filed with the comptroller disclosing financial interests.
Directs the department of health to develop state food guidelines for foods purchased, served, and sold by state agencies, programs, and institutions and on state property.
Relates to the requirements of the annual report from the division of minority and women's business development; requires the number of new certifications and recertifications including the basis for any denials be included in the annual report from the division of minority and women's business development.
Requires contractors receiving public funds to pay amounts owed to small businesses and minority-owned business enterprises within seven days of receipt of payment from state agencies.
