Authorizes children 10 years of age or older to load and fire a rifle, shotgun or pistol at a shooting range while under the supervision of a qualified person; increases from 18 to 21 years of age the minimum age of a person who may be designated in writing by the parent or guardian of a child to supervise such child while he or she is shooting.
Repeals the provision of law that volunteer firefighters and ambulance workers who receive a real property tax exemption for service may not receive the income tax credit for such service.
Authorizes and directs the department of transportation to conduct a study on proposed improvements of state route 303 in the town of Orangetown, county of Rockland.
Provides a tax credit for utility bill payments made in taxable years 2023 and 2024 based on the difference of the average monthly utility bill payment in the year in which the credit is claimed and the average monthly utility bill payment in the preceding three taxable years; establishes a moratorium on certain utility bill surcharges until April 1, 2024; provides for the repeal of such moratorium upon expiration thereof.
Relates to disputes arising from collective negotiations; addresses strikes which occur on a date or dates more than one year after the expiration of the last agreement between the employee's public employer and the public employee organization representing such employee; relates to impasse resolution.
Prohibits the appointment of paid employees of the city of Yonkers or any public benefit corporation thereof as members of the board of education of the city school district of such city; requires the appointment of members of such board to reflect the diversity of such city.
Authorizes the Westchester county board of elections to merge any election district with 50 or fewer registered voters into an existing election district.
