Authorizes state of New York mortgage agency to purchase labor organization assisted forward commitment mortgages from banks; sets criteria for labor organization participation; requires them to guarantee up to twenty percent of outstanding indebtedness.
Enacts the "Wandering Officers Act" prohibiting provisional or permanent appointment of a person as a police officer if such person has previously been fired as a police officer from any jurisdiction within or without the state, if such person left a position as a police officer either while under an investigation or while being the subject of a disciplinary action which could result in termination from any jurisdiction within or without the state, or if such person resigned while criminal charges were pending stemming from actions committed while on duty as a police officer in any jurisdiction within or without the state.
Relates to police staffing at certain parks; bases the number of officers deployed to regions upon a percentage of the region's park attendance average.
Relates to the timely cashing of rent checks; requires a landlord to cash a rent check provided by a tenant in his or her possession within thirty days after the check is postmarked.
Requires law enforcement agents and peace officers to record information in their memo books pertaining to the race of persons with whom they have meaningful interactions.
Prohibits public funding to facilities or programs using aversive interventions on children; establishes a holistic autism spectrum disorder treatment center.
Authorizes the establishment of the home equity protection insurance program directing the agency to issue a commitment to insure and insure the full value of certain residences which are owner-occupied by persons who meet certain income qualifications.
Designates a portion of the state highway system on the Long Island Expressway, county of Suffolk, as the "Trooper Joseph J. Gallagher Memorial Bridge".
Allows schools to provide water safety instruction to students in grades kindergarten through twelve; allows for the commissioner of education to provide technical assistance to develop curricula for water safety instruction.
