Prohibits mortgagees from requiring mortgagors of certain residential real property to purchase flood insurance exceeding a coverage amount that exceeds the balance as of the beginning of the year for which the policy shall be in effect, or that includes coverage for contents.
Requires written notice to a defendant of his or her right to complete court ordered alcohol or substance use treatment in a nonreligious treatment program.
Makes it a class E felony to negligently cause the death of another person while operating a motor vehicle with a suspended, revoked or otherwise withdrawn license.
Increases reimbursement rates paid by the state to cities for repair and maintenance of state arterials; provides rate would be raised to one dollar and eighty cents from eighty-five cents per square yard of the pavement area that is included in the state highway system and an additional twenty cents, up from ten cents, per square yard of such pavement area where such pavement area is located on any elevated bridge.
Relates to requiring the commissioner of the department of civil service to prepare a report on civil service titles which require an appointee to possess a license and current registration as a mental health practitioner in one or more professions under article 163 of the education law.

Requires the state university of New York and the city university of New York to adopt certain provisions related to student mental health such as administering student mental health surveys, establishing a mental health committee, administering mental health training to faculty and staff, and improving university policies regarding mental health.
Requires a personal use pharmaceutical disposal system be provided at the time of dispensing an opioid prescription at no cost to the ultimate user of such prescribed opioid.
